For example, thousands of enterprises reported having no employees, while thousands of others reported having 1 or 2 workers. This indicates that tax authorities are weak in dealing with the shadow economy.

It has been stipulated that the value-added tax will be refunded to honest entrepreneurs within 7 days. However, tax leaders have not reviewed nearly 2,500 requests from entrepreneurs amounting to 487 billion sums in a timely manner.

Reforms in poverty alleviation, social protection, and entrepreneurship are being organized so that income reaches every individual. This approach will now also be implemented for combating crime and preventing corruption at the district and neighborhood levels.
