Child allowance is granted for a period of 12 months but is paid until the end of the month in which the youngest or only child in the family turns 18 years old.
Material assistance is provided to families without children, families where all children have reached the age of 18, as well as single individuals, for a period of 6 months.
In families where twins are born, adopted, or placed under guardianship, one of them is considered the youngest child until the age of 3, while the others are recognized respectively as the second, third, or fourth child.
Families (individuals) recognized as low-income through the Unified Information System (UIS) “Unified Register” are entitled, without the need to provide additional documents or certificates, to utilize social services and receive assistance stipulated by law for this category of families (individuals) on a free or preferential basis.
To receive the benefits and services provided by law, families (individuals) recognized as low-income through the UIS “Unified Register” are issued a certificate via the Unified Portal of Interactive Public Services of the Republic of Uzbekistan within 3 minutes. This certificate is valid for 12 months starting from the month in which the family (individual) was recognized as low-income through the UIS “Unified Register.”
If the same family has been repeatedly recognized as low-income through the UIS “Unified Register” within the past 12 months, the validity period of the certificate is calculated from the month the family was last recognized as low-income.
The certificate recognizing the family (individual) as low-income through the UIS “Unified Register” is issued in accordance with Annex 1a of the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan on Measures to Further Improve the System of Social Protection of the Population (hereinafter referred to as the "Regulation"). Child allowances and material assistance for low-income families are assigned and paid in accordance with Annex 2 of the Regulation.
To apply for child allowance or material assistance, an application with the required documents must be submitted directly to the citizens' self-governance body at the applicant’s place of permanent or temporary residence and registered.
The application is recorded in the special register of the citizens' self-governance body, indicating the date of submission, the applicant's full name, and address of residence.
The following documents must be attached to the application:
- Passports or ID cards of the applicant and family members (citizens' self-governance bodies make copies of the documents and return the originals to the applicant);
- For foreign nationals and stateless persons – residence permits, stateless persons' identity cards, or ID cards, as well as residential registration cards (copies are made, and originals are returned);
- In cases of guardianship over a child – a copy of the guardianship and trusteeship authority’s decision;
- Information on the family’s possession of agricultural animals and poultry, in the form approved by Annex 3a of the Regulation;
- An application requesting information from the Central Bank regarding account balances in commercial banks and monetary transfers to the names of family members within the three months preceding the application. This application must be filled out by all adult capable family members living together and confirmed by their signatures (in the form approved by Annex 3b of the Regulation).
Self-employed citizens are considered employed if they have fully paid social tax as of the date of the electronic request sent to the UIS “Unified Register” by the State Tax Committee of the Republic of Uzbekistan.
For families granted child allowances for children under 14 years of age, child care allowances for children under 2 years of age, or material assistance for low-income families before September 1, 2021, payments will continue until the previously established term expires. The amounts of these allowances and assistance remain unchanged.
The amounts of child allowances and material assistance for low-income families are as follows:
a) Monthly child allowance:
- 250,000 UZS per child aged 3 to 18 years;
- 325,000 UZS per youngest child under 3 years old;
- 150,000 UZS additionally for the second child in the family;
- 100,000 UZS for the third and each subsequent child in the family.
b) Monthly material assistance for low-income families – 380,000 UZS.
In cases of changes in the number of children in a family receiving child allowance (e.g., birth of a child, death of a child under 18, a child turning 3 or 18 years old, etc.), the allowance amount is recalculated based on the new number of children starting from the following month.
